
NEW DELHI, March 10: Lok Sabha on Wednesday unanimously approved the Goa budget of Rs 639 crore for 1999-2000 with Finance Minister Yashwant Sinha stating that the Centre was only quot;fulfilling its constitutional responsibilityquot; as the Assembly had been dissolved and the State brought under Central rule.
Replying to a brief discussion, he said Goa was one of the better managed states in the country which between 1992-97, had no deficit and it was only in 1997-98 that it faced a deficit of Rs 14 crore.
He said the Centre would make all endeavour to ensure that the State was extended all assistance for its development, specially information technology.
Participating in the discussion, Francisco Sardinha and Ravi Sitaram Naik both Congress from Goa made a strong plea for increasing plan allocation to the State and encourage tourism which was a major revenue earner.
Among those who participated in the discussion were Shailendra Kumar Samajwadi Party and Jogendra Kawade RPI.
Initiating the discussion, P Shiv Shanker Cong raised a technical point saying the Budget cannot be approved until Parliament approved dissolution of the Assembly.
However, Parliamentary Affairs Minister P R Kumaramangalam said this objection could have been raised at the time when the resolution for imposition of President8217;s rule was moved and not at this stage when the House had to approve the State8217;s budget.
