Set up expert panel for productivity: JP

Jai Prakash Associates,the company managing the garbage processing plant at Dadumajra,has suggested setting up of a committee of technocrats and experts to improve the productivity of the plant. Addressing a press conference on Tuesday,Rajiv Gaur,President of J P Associates said the plant is fully functional and the company was committed. “A committee should be constituted with the clear aim of making suggestions for improvement in the plant. Instead of pinpointing mistakes productive suggestions should be made,” he said. The plant has been courting controversy since its inauguration in 2008. The Municipal Corporation recently took a decision to forfeit the security deposits of the plant on account of non-performance. The company has moved the court and taken stay on the decision. The various points of contention between the Municipal Corporation and the plant management include:

Garbage content
The plant management today claimed the Corporation did not supply garbage regularly. At times garbage that reaches is a few days old.

Brig R S Sahota (Retd),vice-president of J P Associates said the garbage is not segregated by the Municipal Corporation and comprises of animal waste,medical waste and other components that are not supposed to be in it. Segregation should be done by the Corporation.

The Municipal Corporation officials,however,said it was the responsibility of the plant to segregate the garbage. They also dismissed the claims that garbage was not supplied regularly.

Processing garbage
Municipal Commissioner,Dr Roshan Sunkaria,while addressing the House Meet on Monday said garbage was not being processed completely. “Segregation and shredding is being done. However,RDF (refuse derived fuel) was not produced,” he said. Sahota,however,denied it. He said material required for producing RDF is removed by rag pickers before it reaches the plant.

Stench
Reacting to the complaints of the growing stench from the plant,JP Associate President Gaur said the root cause was irregular lifting of garbage and mixing of meat/fish/poultry/dead animals in the waste delivered to processing unit.

The pollution control board has taken samples of the fumes emanating from the chimney of the plant for testing. The result is awaited.

Inert gas
The Municipal Corporation has expressed concern at the high quantity of inert gas being produced that is filling up the dumping ground. Instead of 10 to 15 per cent inert gas to be produced as per the MoU,more than 35 per cent is being produced.

Gaur said there is no way the dumping of inert gas and other un-processables can be avoided. The plant rejects stones,grit,and construction waste automatically,whereas the slaughter house waste has to be removed from the waste stream and dumped back to the dumping ground.

Machinery
The report by the UT Deputy Commissioner and the one prepared by a committee headed by councillor Chander Mukhi Sharma stated that machinery was not instaled as prescribed in the detailed project report.

Brig Sahota said four main parts have been bought from Germany. “Not every component can be imported. If any changes have been made in the DPR these have been for the betterment of the plant,” he said.
