Customs plans passenger profiling

The system is already being implemented by the Ministry of Home Affairs at six airports Bangalore,Chennai,Hyderabad,Kochi,Delhi and Mumbai airports.

In a bid to strengthen its anti-smuggling mechanism and secure international trade from terrorist exploitation,the Customs Department is contemplating profiling passengers coming to India through what is better known as Advance Passenger Information System APIS.

The system is already being implemented by the Ministry of Home Affairs at six airports Bangalore,Chennai,Hyderabad,Kochi,Delhi and Mumbai airports.

We are thinking of passenger profiling. Details of passengers travelling to India will be collated to form a database for proper enforcement and prevention of smuggling. We still dont have a database for risk assessment,even though the Home Ministry has already put this mechanism in place for internal security, a source told The Indian Express.

We will form our own database with the help of the Home Ministry by developing our own software for profiling, the source said.

The APIS will be implemented at all airports.

The source said many passengers carry fake currency or other goods in their baggage,which remains undetected. They also carry sensitive items,that is,the under-invoiced goods,for duty evasion.

The risk of terrorist exploiting international trade route has also increased exponentially, the source said.

The department will develop a software with parameters on the basis of the countrys requirement. This will act as an alert system warning the department against sensitive persons,sensitive items and sensitive destinations,thus ensuring safe and secure international trade.

For sea cargo and air cargo,the department has a system of risk assessment in place. But for passengers,so far we dont have any such mechanism, the source added.
