NEW DELHI, July 23: Traffic crawled in most parts of the Capital today as a huge number of barricades manned by policemen were set up around the city.

A commuter said: 8220;I had no idea the Delhi Police force is so huge. We hardly see cops on the roads while there are so many policemen on the roads today. Even if half the force would patrol the city, robberies would be checked.8221;

There were rumours afloat that the police had declared red alert in the city. Police commissioner V.N. Singh told Express Newline, 8220;We are just conducting an exercise. I can assure you there is nothing happening in the city. We have not declared a red alert anywhere.8221;

Sources claim that the exercise involved senior officers calling up police stations. 8220;They wanted to judge how fast the district police react to situations. Those who responded immediately will be suitable rewarded and others punished,8221; he said.
