PATIALA, MARCH 25: The Punjabi University has decided to allow a maximum of five years for completion of Ph.D degree instead of the earlier permissible seven years. This was one of the main decisions taken at a meeting of the university syndicate held here yesterday under the chairmanship of Vice-Chancellor Dr Joginder Singh Puar.

The syndicate approved several recommendations of a committee constituted under the chairmanship of Pro-Vice-Chancellor Dr Ram Murti Goyal which suggested a series of amendments in the rules for Ph.D degrees. The committee was constituted about two years ago and had as members certain deans of faculties besides senior professors.

The syndicate approved Rs 3.07 crore deficit budget for the coming year. While the university would get Rs 28.50 crore from Punjab government as maintenance grant, it would generate Rs 13.92 crore from its resources. The estimated income would thus be about Rs 42.42 crore against the proposed expenditure of Rs 45.49 crore.

The Vice-Chancellor informed the meeting that teachers had been paid the salary of February as per revised grades. Arrears pertaining to January 1996 to December 1998 shall be paid on receipt of 80 per cent grant from the Centre and 20 per cent from the state government. Registrar Dr Ranbir Singh Sarao has been allowed extension till the age of superannuation by the syndicate. In another decision, Dr Yogesh Ghambir, Dr Pushpa Singhal, Dr Gurpal Singh, have been promoted as readers under the Career Advancement Scheme. Similarly, Dr Saroj Bala has been promoted as deputy librarian under the same scheme.

The syndicate also approved the grades of medical and engineering staff with effect from January 1, 1996.
