When Shipping, Road Transport 038; Highways Minister T R Baalu reviewed the progress on the National Highways Development Programme last week, the pan-India picture did not look rosy. But this being an election year, the DMK minister was focused more than ever on his constituency, Chennai. So after the review, Baalu took up some 8220;additional issues8221; with the NHAI. These were about two flyovers and the bypass in Chennai, both of which were reported to have made 8220;poor physical and financial progress8221;. Naturally, NHAI got extra flak for these.
