
Mumbai, Mar 14: Credit Analysis and Research Ltd Care has downgraded the bond issues of five Maharashtra government promoted irrigation corporations from Care AA-SO8217; to Care ASO8217; indicating a drop from high quality to adequate safety. The downgrade indicates the weakening financial position of the State Government.
quot;The outstanding guaranteed bond issue of the five irrigation development corporations 8212; Maharashtra Krishna Valley Irrigation Development Corporation MKVIDC Rs 772 crore, Godavari Marathawada Rs 654 crore, Konkan Rs 213 crore, Vidharbha Rs 460 crore and Tapi Rs 439 crore 8212; have been downgraded,quot; the rating agency said in a release.
These ratings are implicit ratings for the Maharashtra government in the sense that the state government does not borrow in the market through bonds, it only guarantees the bonds issued by the state corporations. quot;Maharashtra government8217;s fiscal position had displayed stress in recent years arising from a growing revenue deficit. This has lead to the downgrade of the five state-owned corporations,quot; Care said.
Care said that the ratio of revenue expenditure to revenue receipts had risen from 101 per cent in 1993-94 to 112 per cent in 1998-99 and was further expected to increase to 133 per cent in fiscal 1999-2000, indicating a widening revenue gap. In 1999-2000, the revenue deficit was expected to rise significantly to Rs 7970 crore from Rs 2740 crore in 1998-99, the statement added.
The revenue deficit was expected to rise to Rs 7,970 crore in 1999-2000 from Rs 2,700 crore in 1998-99. This is due to transfer of Rs 2,800 crore of arrears in pay in 1998-99, increased pension expenditure of Rs 1,400 crore due to lowering of retirement age and additional expenditure of Rs 4,800 crore on salaries. The government has since then provided for an additional expenditure of Rs 1,700 crore through supplementary demands. The total outstanding debt of the State which was Rs 30,910 crore at the end of 1998-99 is budgeted to increase to Rs 37,230 crore in 1999-2000.
