Minister of State for Urban Development Madhuri Misal, who oversaw the lottery process, said the objections raised by opposition parties had been noted but maintained that the exercise was conducted strictly as per law and in a transparent manner.

Former Mumbai mayor and party leader Kishori Pednekar pointed out that in 2017 and 2019, the mayoral post in Mumbai was reserved under the Open category. “As per the rotational system, the post should have been included in the OBC draw this time. The government has insulted OBCs by deliberately denying them this opportunity,” she alleged.

The Congress also raised concerns over the reservation draw for Parbhani.

Of the 29 municipal corporations, 16 mayoral posts have been reserved one for Scheduled Tribes (ST), three for Scheduled Castes (SC), including two for women, and eight for OBCs, four of them for women. The remaining 17 corporations fall under the Open category, nine of which are reserved for women.

Former mayor Kishori Pednekar alleged that in 2017 and 2019 the Mumbai mayor post was reserved for open.

"As per the rotational system, the post should have been included in the OBC draw list. The government has insulted OBCs by purposely denying them the opportunity," said Pednekar. She said that the government purposely added a new rule to stop Scheduled Tribe candidate from becoming a mayor. "The new rule said that corporation needs at least 3 ST corporators to be included into the lottery for ST reservation. When was it introduced? It was done to benefit ruling side," she added.

This reservation is not predetermined. Instead, it is decided through a lottery conducted by the state’s Urban Development Department.

Until this process is completed, parties cannot formally name their candidates, making it unlikely that the city will have a mayor this week.

The system flows from the 74th Constitutional Amendment, which gave constitutional status to urban local bodies and mandated social representation in leadership positions. In Maharashtra, this framework extends reservation to OBCs as well. The lottery mechanism is meant to keep the process neutral and prevent allegations that the reservation has been tailored to suit political interests.

Once the reservation category is announced, the BMC will convene a special meeting of corporators to elect the mayor from among members belonging to that category. The mayor is chosen by a simple majority more than 114 corporators in the 227 member House.

Concretisation project

Nearly 40 percent complete so far, the concretisation project which seeks to make Mumbai ranks high on the alliance’s manifesto floated ahead of the civic polls. It was in 2022 that the former Chief Minister Eknath Shinde announced a mega concretisation plan with the aim to make Mumbai pothole free. Over the next two years, the BMC rolled out awarded tenders worth Rs. 17,000 crore project to concretise 700-km of roads (or 2,121 roads) across the city, with 320 km (700 roads) pegged to be concretised in phase I and 378 km(1421 roads) proposed to be paved in concrete in phase II. Mumbai has a road network of 2,050 km, of which 1,333 km roads are already concretised.

The 29 newly elected corporators of the Shiv Sena led by Maharashtra Deputy Chief Minister Eknath Shinde checked out of the Bandra hotel on Tuesday after the Gazette notification recognising their election was issued.

The corporators had been staying at the Taj Lands End since January 17, soon after the Brihanmumbai Municipal Corporation (BMC) results, as the party waited for the completion of legal formalities and clarity on power-sharing within the alliance. With the Gazette notification issued, the corporators are now formally recognised as councillors, allowing the Shiv Sena to move ahead with the registration of its municipal party group and appoint the group leader of the municipal corporation group.

The BMC has a total strength of 227 corporators, and 114 seats are needed for a majority. The BJP has emerged as the single largest party with 89 seats, but falls short of the majority on its own. The Shinde-led Shiv Sena has 29 seats, taking the alliance’s total to 118, above the majority mark.

Until this reservation is decided through a draw of lots and officially notified, political parties cannot name their candidates, making it unlikely that Mumbai will get a mayor this week.
