A day before the final list, Chief Minister Sarbananda Sonowal had said, “As long as the appellant’s plea remains sub-judice with the Foreigners’ Tribunal, he or she cannot be treated as a foreigner,” he said, appealing to people to maintain peace, adding that the NRC was “an outcome of the untiring efforts of the thousands of people”.
Assam NRC Final List 2019: How to check if your name is on National Register of Citizens
On Friday, the Assam government stepped up security across all districts and assured people that those excluded will not automatically be considered “illegal foreigners”. Assam DGP Kuladhar Saikia told The Indian Express: “Everything is peaceful and calm, and situation is very normal. A total of 218 companies of additional security forces are being deployed and if any objectionable social media post is brought to our attention we will take strict action.”

According to an NRC official, the publication Saturday will be a “Supplementary Inclusions List”, which will include the names of those included in the NRC after they had filed “claims” against their exclusion in the final draft published July 30 last year or excluded in the additional draft exclusions list published on June 26, 2019, or those who were in the final draft but had “objections” filed against their names or those who were included in the final draft but called for hearing from July 5, 2019, onwards.

The final draft NRC included 2.89 crore of the 3.29 crore applicants, and left out over 40 lakh people. Over 36 lakh of those left out, had filed “claims” against the exclusion and of the 2.89 crore included, objections were filed against around 2 lakh people. On June 26 2019, the draft exclusion list came out in which 1.02 lakh of the 2.89 crore people, who were all given a chance to appeal their cases, were excluded.

The ruling BJP Saturday said they do not trust the updated National Register of Citizens, specifically prepared for Assam, and appealed the party governments, both at the centre and the state, to make a nationwide NRC. "We do not trust this NRC. We are very unhappy. We appeal the central and state governments to prepare a national level NRC," BJP Assam President Ranjeet Kumar Dass said.

"The AICC noted that there was sufficient circumstantial evidence to indicate that the 19,06,659 people, who have been excluded from the final NRC, included many genuine Indian citizens, cutting across linguistic and religious lines," a party statement said here. The names of some members of a given family were included in the NRC, but one or two specific members of that family have been omitted despite submitting the same legacy data, it added.
West Bengal BJP president Dilip Ghosh Saturday demanded implementation of NRC in the state to drive out Bangladeshi Muslims for the sake of internal security of the country. "We demand that just like Assam, NRC should also be implemented in Bengal. If the TMC government is not willing to bite the bullet, we(BJP) will implement it and drive out Bangladeshi Muslims from the state after we come to power in 2021," he told reporters here. (PTI)

Delhi BJP chief Manoj Tiwari said that NRC is required in the national capital as the “situation is becoming dangerous”. “NRC is needed in Delhi as the situation is becoming dangerous. The Trinamool Congress Saturday hit out at BJP government at the Centre for allegedly trying to drive out Bengalis from Assam in the name of NRC and said it will have to take the responsibility of the 19 lakh applicants who failed to make it to the final list. West Bengal Chief Minister Mamata Banerjee has expressed concern over 19.07 lakh people being left out of the final NRC list and said "People have been rendered homeless in their own country", senior TMC leader Firhad Hakim said. The Assam government Saturday claimed many genuine Indian citizens have been left out of the final National Register of Citizens (NRC), but said they do not need to panic as they have option to appeal in the Foreigners Tribunal (FT). Speaking to PTI, Assam Parliamentary Affairs Minister Chandra Mohan Patowary, said the government will provide legal support to the Indian citizens not finding place in the NRC list. "One thing is sure that many genuine Indians were left out of the NRC. However, they don't need to panic and worry. They can appeal in the FTs," Patowary said.
Security was beefed up in Mizoram and police stations and border outposts along the 123 k Mizoram-Assam border were alerted on Saturday in view of th publication of the National Register of Citizens (NRC) in neighbouring Assam, Mizoram Inspector General of Polic (Headquarters) John Neihlaia said. The Assam Public Works (APW), the original petitioner in the Supreme Court which led to the updation of the National Register of Citizens six years ago, called the final NRC a "flawed document" as its prayer for re-verification of draft NRC was rejected by the apex court. The NGO also wondered whether the software used in the updation exercise was capable to handle so much data and if it was examined by any third party Information Technology expert, APW president Aabhijeet Sharma said.
"The Final NRC has made it obvious that the problem of illegal immigration will never be resolved in Assam. Had it been completed flawlessly, it would have been a golden chapter in Assam's history," Sharma told reporters after the final NRC was released, excluding names of over 19 lakh applicants. (PTI)
Congress leader and former Assam chief minister Tarun Gogoi's son Gaurav Gogoi also took to Twitter to say, "Every section of Assam is unhappy with the status of NRC. Even BJP ministers are complaining. Careless implementation that many genuine Indian citizens will have to unnecessarily face the courts. Congress will provide all help. Nation above politics is our motto. NRC is another."
Adhir Ranjan Chowdhary: "We are saying that no genuine citizens, irrespective of any caste and religion, of our country, should be excluded from the NRC list. And they should get security. These are the two things we want."
Reacting to the final NRC list, AIMIM's Asaduddin Owaisi,said, "BJP should learn a lesson. They should stop asking for NRC throughout the country in terms of Hindus & Muslims. They should learn from what has happened in Assam. The so-called myth of illegal migrants has been busted." He also said, "I have my own doubts that the BJP through Citizen Amendment Bill can bring a bill wherein they can try to give citizenship to all non-Muslims, which will again be a violation of Right to Equality."

Retired Army Officer Mohammad Sanaullah, who has been declared a foreigner said he was not surprised to not find his name on the NRC list. He said, "I was not expecting my name to be in the list as my case is still pending in the High Court, I have full faith in the judiciary and I'm confident that I will get justice. "
The ruling BJP, which has been passionately advocating for NRC for decades, is not happy. Assam BJP leader Himanta Biswas Sarma said, "Names of many Indian citizens who migrated from Bangladesh as refugees prior to 1,971 have not been included in the NRC because authorities refused to accept refugee certificates. Many names got included because of manipulation of legacy data as alleged by many. I reiterate that as requested by Central and State governments at least 20% re-verification (bordering districts) and 10% re-verification(remaining districts) should be allowed by Honble Apex court for a correct and fair NRC."
The All Assam Students’ Union (AASU), an important stakeholder in the NRC updation case, says they are not satisfied with the exclusion figure and will approach SC.

Pertinent to note NRC says that this exclusion figure also includes those who didn’t file “claims” after the final draft, which will be around 3.8 lakh people. “Any person who is not satisfied with the outcome of the claims and objections can file an appeal before the Foreigners Tribunals,” says state coordinator Prateek Hajela in his press statement.

Not many know that behind the petition that started the National Register of Citizens(NRC) updation is an octogenarian who lives a quiet life in the outskirts of Guwahati. Till date, Pradip Kumar Bhuyan, an 1958 IIT-Kharagpur graduate has kept away from the media, refusing interview requests and questions on the issue. Despite that, in Assam, many are of the opinion that without Bhuyan, there would not have been an NRC — a longstanding demand of the greater Assamese society. * The process of receipt of NRC Application Forms started during the end of May 2015 and ended on 31st August 2015. A total of 3,30,27,661 members applied through 68,37,660 applications. The particulars submitted by the applicants were taken up for scrutiny to determine eligibility of their inclusion in NRC.
*The exercise of NRC Update is a mammoth exercise involving around 52,000 State Government officials working for a prolonged period.

One Rekha Saikia Rajbongshi, 36, an NSK worker who just found out her name is in the list, said, “I have been working at the NSK since 2015 ever since the NRC process started. My entire family’s name had come in the previous draft but not mine. Today, I just found out that my name is there. So it’s come as a big relief."
While, Mansur ali , 37, whose name came out in the last draft but came to check again. “My name came out but I came to check again just to be sure.”

Tarun Gogoi also said, “We are there to support every Indian citizen, irrespective of their religion. If the Government deals with the situation properly, there is little scope for the politicisation of the issue. Former Congress Chief Minister Tarun Gogoi said that the state government must ensure an error-free NRC with all genuine citizens finding their names. “Thousands of people stare at an uncertain future after the publication of the final NRC. We want the government to address this uncertainty,” he said on Twitter. He added that the Congress will take up the cases of genuine citizens whether in the Foreigners’ Tribunal or the High Court or SC.

We have taken a three-pronged strategy: first, community outreach, second, deployment of forces and third, sensitivity assessment. We do not foresee any vigilante violence – people will understand that there is a mechanism for them to appeal even if their names do not appear tomorrow.”
The state police have also been deployed along with the central paramilitary forces and all measures are in place to ensure peace and harmony in Assam. Personnel from home guards, task force and village defence parties have also been extensively deployed for maintenance of the law and order situation. The police personnel have been instructed to be in constant touch with the police headquarters and NRC office here, besides citizens committees and opinion makers and hold frequent public meetings for people to people contact.
The “Supplementary Inclusions List”, the NRC official said, will be available at the respective NRC Seva Kendra and office of circle officers and office of Deputy Commissioners. A person can put in his/her Application Receipt Number (ARN) and check the status online too.

Assam Chief Minister Sarbananda Sonowal said Friday that people excluded from the NRC will get an opportunity to file appeals and be heard in Foreigners’ Tribunals (FT) as per directions from the Union Home Ministry. Sonowal said that extension of filing an appeal from 60 days to 120 days to the FT, will help “all the excluded persons to enjoy a level-playing field”. “Government of Assam will take care of the cause of the excluded people and due care will be taken so that nobody is subjected to any unnecessary harassment,” he said. The NRC is an exercise to identify Indian citizens living in Assam, a state marked by illegal migration from Bangladesh. The NRC was first prepared in 1951, and the current exercise is an update. The final NRC will include the names of people already in the 1951 NRC, and their descendants. It will also include those in any of the electoral rolls up to March 24, 1971, or in any one of other admissible documents issued up to that date, as well as the descendants of such people.
