Goa Chief Minister Manohar Parrikar (62) is suffering from a pancreatic ailment and is undergoing treatment at a hospital in the USA, where he was admitted in the first week of March.
The government's Cabinet Advisory Committee (CAC), comprising Sardesai, transport minister Sudin Dhavalikar and Francis D'Souza, met here to take stock of the situation.
The Supreme Court (SC) had last month quashed the second renewal of iron ore mining leases given to 88 companies in Goa in 2015.
The committee has advised the government to look into two situations, either an extension in way of relief from the Supreme Court, or a complete process where MLAs of each constituency could tabulate the loss and nature of loss.
In the absence of Manohar Parrikar, the state has been left "headless" and no one has the authority to take decisions on key issues, like the impending crisis in the mining industry, the Sena's Goa spokesperson, Rakhi Prabhudesai Naik, said in a statement.
Manohar Parrikar chaired a meeting earlier in the day and discussed the functioning of the administration in his absence, till the time he recovers.
Manohar Parrikar was rushed to the Lilavati Hospital on February 15, where according to the Chief Minister's Office, he was diagnosed for "mild pancreatitis".
BJP Goa unit chief Vinay Tendulkar denied Congress' allegations that the state administration was on the verge of collapse. "We have a chief minister who is in constant touch with his cabinet colleagues and clearing the files," he said.
Goa Chief Minister Manohar Parrikar had earlier said his state could share the river water with Karnataka for drinking purposes and expressed his willingness for bilateral talks. However, the BJP's ally Goa Forward Party had said it will not allow the diversion of water at any cost.
Parrikar is being treated for pancreatic inflammation at Mumbai’s Lilavati Hospital since February 15. He was admitted to the hospital after reporting abdominal pain.
A statement issued by the hospital on Sunday said that Parrikar was responding well to treatment and dismissed rumours of all adverse health reports.
"Francis D'souza is the senior-most leader in our group. So he will be the leader till Parrikar joins back," Goa BJP chief Vinay Tendulkar told reporters after the meeting.
Officials said PWD minister Sudhin Dhavalikar is likely to table the Budget in the absence of the CM, though a final decision will be taken on Monday morning.
Manohar Parrikar complained of stomach-ache on Wednesday night and visited the GMCH for a health examination. After the check-up, he was taken to Mumbai in a flight for further medical examination.
"I had said it was my worry, not even fear. Worry is different from fear," Manohar Parrikar said, adding that he had only referred to the "school and college students".
There are 25,000 houses which have no proper toilets, excluding the ones in wildlife areas, CM Manohar Parrikar said.
Goa Agriculture Minister Vijai Sardesai released a video message on online platforms after he was quoted by certain sections of the media as terming domestic tourists "scum of the earth".
“The Sharia is not divine, it has evolved. It is not a stagnant pool. Centuries after Prophet, they brought in the concept of 'taqleed', which means one cannot questioned the Sharia,” said Zeenat Shaukat Ali.
Sardesai said he preferred a model where the rich visit Goa as a tourist destination, to benefit the state’s poor. “The trick is to attract the rich tourist. That stayed with me. It has left an effect on me."
Manohar Parrikar was addressing the first edition of the State Youth Parliament organised by Legislature Secretariat. The Goa CM recalled his own youth and college years during the event.
Mridula Sinha said that she had studied the Goa civil code which grants property rights to women, and had also held wide ranging deliberations with various women's organisations.
Manohar Parrikar said no government payments will be accepted in cash, except for emergency requirements, from October onwards.

The electric bus is able to ply 250 kilometres, and is seen as a good fuel buffer for a state where 18,000 litres of fuel is consumed daily by the states' 535 fleet of bus.
He said that the material that is left for extraction in Goa is only laterite, adding that it was extremely important.
