VADODARA, July 29: Civil judge (Senior Division) M M Patel on Tuesday issued contempt notice to MS University authorities for violating court orders regarding appointment of non-teaching staff.

In its order on June 3, the court had directed the authorities not to make any appointments on the basis of advertisements floated by them on May 21, 1998, but from among the candidates selected in 1992. The court also issued directions to appoint candidates on the basis of serial order and not resort to `pick and choose’ method.

The university had advertised vacancies for the posts of clerks, account clerks and typists on September 20, 1991, and a written test for it was held on September 13, 1992.

After conducting interviews on November 25, 1992, 179 candidates were selected for the posts and letters of appointments were issued to them on May 12, 1993. However, their appointments were delayed in view of governmental ban on recruitments.

A number of candidates were, however, given appointments when the government lifted the ban, but it was not according to the merit list. When some candidates objected, the university floated another advertisement for non-teaching posts.

Mitesh Bhupeshbhai and 20 others, who were affected by the new advertisements, then filed a petition in the court seeking stay against any appointment before considering the previously selected candidates.
