To fight Naxalism,govt drafts GOALS project for 3 states

As part of an effort to tackle Naxalism and enhance livelihood opportunities,the Rural Development Ministry is planning a Governance and Accelerated Livelihoods Security project,or GOALS,in 12 districts of Chhattisgarh,Jharkhand and Orissa which are most severely affected by Left Wing Extremism.

As part of an effort to tackle Naxalism and enhance livelihood opportunities,the Rural Development Ministry is planning a Governance and Accelerated Livelihoods Security project,or GOALS,in 12 districts of Chhattisgarh,Jharkhand and Orissa which are most severely affected by Left Wing Extremism .

The government had earlier launched the Integrated Action Plan to address development issues in 82 districts affected by Naxalism,and recently tweaked some guidelines for its rural schemes to make them more effective in these areas.

GOALS,to be launched on June 3 and run in collaboration with the United Nations Development Programme,aims at strengthening the effectiveness of governance and livelihood promotion programmes in areas affected by Naxalism.

The five-year Rs 50 crore project will attempt to enhance community participation in local governance and improve market linkages for the poor.

The ministry believes the project will,among other outcomes,yield 200 agriculture and forest-based enterprises owned and run by women and tribal youth,extend access to financial services for 3,00,000 tribal households,provide training in market-required skills to 50,000 youth,ensure MGNREGA assets are durable,and raise awareness about entitlements as well as grievance redressal mechanisms.
