Krishnas hunt for OSD

After taking over as the External Affairs Minister,S M Krishna is on the lookout for a suitable Officer on Special Duty OSD. But he seems to have run into a few roadblocks with the Army turning down his request for an officer who had served as Krishnas ADC when he was the Maharashtra Governor. The Army has taken a strong stance on seconding officers as OSDs,given the acute shortage in the junior and middle levels. Krishnas request for another OSD from the Agricultural Ministry has also been pending for long. The minister wanted a Joint Secretary-level officer from the Ministry as his OSD but the request has been hanging fire for some time now.
