8226; With reference to the reports 8216;8216;TenaCITY8217;8217; and 8216;8216;VivaCITY8217;8217; on the Mumbai floods, the political leadership and the government administration could not cope with the rains. However, it would be unfair to lay the entire blame on the Vilasrao Deshmukh government. Mumbai has been breaking at the seams due to its burgeoning population. It still has an archaic sanitation system that no government has tried to improve. The accumulated problems of many decades culminated in the present situation. The chances of Mumbai ever becoming Shanghai seem doubtful.
