The Municipal Corporation of Chandigarh will hold a land earmarking ceremony on January 19 at the Dadumajra dumping ground for the compressed biogas (CBG) plant, which is expected to enhance the city’s waste processing capacity, reduce methane emissions from landfills, decrease dependence on fossil fuels and generate renewable energy in the form of compressed biogas.
The ceremony will be held in the presence of UT Administrator Gulab Chand Kataria, marking a major milestone in the transformation of the Dadumajra dumping site into an environmentally sustainable facility.
The land earmarking follows the successful bioremediation of legacy waste at Dadumajra, carried out by the MC in a phased manner since 2019. Through this process, nearly 28 acres of land have been reclaimed, reducing environmental hazards and opening avenues for scientific and productive utilisation of the site, said an MC official.
Building on this achievement, the MC has partnered with Indian Oil Corporation Limited (IOCL) to set up the CBG plant under the design–build–finance–operate (DBFO) model. Importantly, the project involves no financial investment from the MC, including operation and maintenance costs.
A memorandum of understanding (MoU) between MC and IOCL was signed on November 20, 2025. During the ceremony, around 10 acres of land will be formally handed over to IOCL. The land has been leased at a nominal rate of Re 1 per acre per month. Provision has also been kept for future expansion on an additional five acres.
Once operational, the plant will process around 200 tonnes per day (TPD) of segregated organic municipal solid waste, with up to 10 per cent mixed waste, along with 30 TPD of cow dung. The estimated project cost is around Rs 125 crore.
The project will adhere to Central Pollution Control Board (CPCB) norms. As part of environmental safeguards, IOCL will develop a mandatory 33 per cent green belt in the project area.
Officials said the CBG plant will play a crucial role in reducing landfill pressure, cutting greenhouse gas emissions and producing clean fuel. The project is also expected to bring long-term environmental and health benefits, particularly for residents living in and around the Dadumajra area.
