Congress leader Mani Shankar Aiyar on Monday launched an attack on the government for its 8220;acts of omission and Commission8221; as given in the joint parliamentary committee report on stock scam. Aiyar also demanded the resignation of External Affairs Minister Yashwant Sinha, the then finance minister, from the council of ministers.

Initiating a discussion in the Lok Sabha on action taken report on JPC report on stock scam, Aiyar listed three demands besides Sinha8217;s resignation which included 8216;prayaschit8217; penance by the Department of Company Affairs and the PMO and CBI for their acts of omission and Commission as detailed in the report.

Aiyar also demanded submission of another action taken report which accepts government8217;s responsibility for the failures of governance set out in the JPC report. Holding the then finance minister accountable and responsible to Parliament for the negligence and complaisance which led to the stock market and UTI scams, as detailed in the report, Aiyar said Sinha not only refused to resign, he contemptuously dismissed the demand asking 8220;what else would one expect of the Opposition?8221;

Aiyar said that the JPC indicts the finance ministry at no less than 52 places in its report. The argument is advanced that the JPC indicts the ministry, not the minister, he said.

8220;Can there be a ministry without a minister?8221; asked Aiyar, adding Sinha must take responsibility for what he said about the stock market and UTI scams in March 2001 in the Rajya Sabha and in July-August of same year in both houses.
