NEW DELHI, FEB 15: Comptroller and Auditor General V K Shunglu blamed poor tax compliance and dismal quality of government expenditure as prime reasons for fiscal deficit in the country.

Inaugurating the workshop on 8221;Fiscal responsibility of government8221;, organised by the National Institute of Financial Management, Shunglu said the deficts problems was further excerbated by poor returns on high cost central borrowings.
