A BJP cabinet minister in Himachal Pradesh has got a new nickname — Mr 118. His critics within the ruling party,and a section of bureaucracy use this as a ‘code-word’ to refer to the minister.The title has a close similarity with Section 118 of the HP Tenancy and Land Reform Act. All outsiders and non-agriculturists are debarred to buy land in the state unless he/she is given special permission by the government under the said Act. The minister has often been facing charges for his alleged role in certain land deals involving his home district and the non-Himachalis.

Fair chance
By bringing Rajwant Sandhu,a senior IAS officer earlier on Central deputation as the next Chief Secretary,chief minister Prem Kumar Dhumal may have tried to be fair to women officers. Sandhu will replace incumbent Chief Secretary Asha Swaroop,also a woman,after her retirement this weekend. But,Dhumal seems to have ignored the sentiments of a few other bureaucrats,including some key women officers,who will retire without reaching the top IAS slot.

Out of job
Whenever BJP’s former state in-charge Satya Pal Jain was in Shimla he used to hold a press conference but many local party men did not relish his frequent media sessions. A few were even heard saying “Jain sahib to press conference ke liye aate hain,party ke liye hain”. But,a few who worked closely with him cannot forget how Jain would shuttle between Chandigarh and Shimla for his court cases as legal counsel for the state government,the chief minister and even Anurag Thakur. He never lost an opportunity to hold a press conference before going back. Most of the partymen would only know of his Shimla visit through newspaper reports the next day. Now,Satya Pal Jain has been replaced by Kalraj Mishra as the party in-charge but he did not miss his press conference on Satuday.

CM’s poetical satire
Chief Minister Prem Kumar Dhumal’s poetical satire on the Himachal Pradesh University during its fortieth foundation day celebrations left many senior teachers and officers of the university red-faced when he called a spade-a-spade on the university’s “dismal” image. The CM recited an Urdu couplet which meant that the moon be interpreted differently by people. Some optimists can find it inspiring enough to write poetry. But a few will see it as a mere dead body covered with a shroud. Similarly,there are many who find adversaries of the university a big challenge,but,there still can be many to draw an inspiration for the creation of new knowledge even from inherent shortcomings.
