In a move to checkmate the National Conference, the ruling People’s Democratic Party has finally approached the Congress high command for safe passage of the controversial Permanent Resident (Disqualification) Bill in the state Assembly.

Law and Parliamentary Affairs Minister Muzaffar Hussain Beigh told The Indian Express that Chief Minister Mufti Mohammad Sayeed has in a letter to Congress president Sonia Gandhi sought her party’s support to ensure passage of the Bill in an amended form. The CM has clarified the divergent views on the Bill and the need to amend it, he added.

At present, there are differences within the ruling coalition over the Bill. While the Valley-based parties are rallying behind the Bill, the Jammu- based parties are opposed to it. The Congress, which can play an important role, is not ready to support it even in an amended form.

‘‘Our stance is clear. We will oppose the Bill in whatever form it is brought before the Legislative Assembly,’’ said Deputy Chief Minister and veteran Congress leader Mangat Ram Sharma. Pointing out that one members’ Bill each is likely to be moved by the National Conference and the PDP, he said that ‘‘we will oppose both’’.

Sources say that the Bill would require two-third majority for its passage in the Lower House and this won’t be possible without Congress help, as parties like the Panthers’ Party and the BJP would oppose it in view of their stakes in Jammu.

The Congress sees the Bill as ‘‘gender biased’’. ‘‘Why a woman has to lose her status as permanent resident of the state on her marriage with a person living in another part of the country? It is discriminatory,’’ said Sharma.

Meanwhile, Legislative Assembly Speaker Tara Chand said he has requested all members to cooperate and ensure smooth functioning of the House.
