Three Union ministers,who met on Tuesday to take a call on the fate of Section 377 of the IPC,couldnt come up with a solution to the issue. The only thing they agreed on was to take the matter to the Cabinet for a decision.

While the official line,presented by Union Law and Justice Minister M Veerappa Moily after the meeting,was that the ministers decided to present the note submitted by the Union Law Secretary on the subject after the Delhi High Court judgment on Section 377 to Prime Minister Manmohan Singh at the earliest,sources said the consensus that emerged was that it would be best left to the Cabinet to take a call on the matter. Moily said the Cabinet would be apprised of the ministers stand and a final decision taken.

At the meeting,the ministers discussed at length the pros and cons of the Delhi High Court judgment which decriminalised consensual sex between adult members of the same gender.

The note submitted by Union Law Secretary T K Vishwanathan,who has categorically said it was difficult to find fault with the HC judgment,was also discussed at length. He had been called to be present at the meeting to explain the judgment and the contents of his note.

The report had recommended amending rape laws to make rape gender-neutral. It is learnt that Moily informed the other two ministers Home Minister P Chidambaram and Health Minister Ghulam Nabi Azad about the large number of representations received by his ministry,majority of them opposing any move to decriminalise gay sex.
