Rahul says one set of rules to govern high command, grassroots workers

Congress vice-president Rahul Gandhi is soon going to evolve a rulebook for the organisation which will be enforced from the high command to the grassroots workers

Congress vice-president Rahul Gandhi is soon going to evolve a rulebook for the organisation which will be enforced from the high command to the grassroots workers, sources in the Maharashtra Congress said. Rahul, during his visit to Mumbai, expressed serious concerns over the lack of rules in the working of the organisation, they said.

Excerpts from his closed- door address to key Congress leaders and office-bearers say,I have started interaction with the office-bearers across the states and will soon come out with some rules which will be applicable for all, from the high command to the grassroots workers.

Rahul was in Mumbai on Friday where he held personal interactions with members of the Mumbai Congress and state leaders, corporators,MPs,ministers and block-level workers to discuss issues and challenges in the organisation.

The young Congress vice-president was candid with workers when he said,I understand there are some die-hard workers who have given everything for the organisation for the past several decades. But when it comes to power position there are others who walk away with the plum posts or position. It is natural that at such moments one feels disappointed. I will ensure everybody who deserves gets justice.

In an organisation like the Congress we cannot allow two sets of rules. There have to be uniform rules for everybody. The ultimate objective is to strengthen the organisation for public welfare, he told party members.

Asserting that the organisation cannot run on the whims and fancies of any individual,he explained the efforts underway to streamline the process of elections and asked the workers to have patience as reforms underway will usher in changes in the coming days and years.

Interestingly, the sources say, state Congress president Manikrao Thakre,Chief Minister Prithviraj Chavan and AICC secretary in-charge of Maharashtra Mohan Prakash were made to wait outside when Rahul was interacting with groups of Congress Mumbai district office-bearers.

Some of those who interacted with Rahul, said,At the very beginning he indicated to them that he reckons that the Mumbai Congress is in a complete disarray. The morale of the party workers is low. They have been functioning without a Mumbai Regional Congress Committee (MRCC) president for the past one year which would be frustrating.

The Mumbai Congress president post has remained vacant ever since Kripashankar Singh was sacked last year following charges of graft in a disproportionate assets cases.
