As low pressure over the Bay of Bengal triggered heavy rainfall in coastal Orissa on Monday,Chief Minister Naveen Patnaik announced a compensation package for farmers,fisherman and artisans and students in the state.
A subsidy of Rs 4,500 per hectare was announced for farmers in rainfed areas,Rs 9,000 for assured irrigated areas and Rs 12,000 for farmers who grow perennial crops such as mango,cashew,coconut,kewra and betel vine. The minimum assistance was set at Rs 2,000.
Besides that the package also includes a crop loan to farmers with 5 per cent interest,which will be reduced to 2 per cent in case of timely repayment. Short-term crop loans advanced during the Kharif period will also be converted to medium-term loans,which may be paid back over a period of 3 years. Four lakh pulse kits and high quality vegetable seeds will be given to 5 lakh farmers at 90 per cent subsidy. Additional seed money of Rs 5,000 will be given to self-help groups in the affected areas. Farmers who lost a buffalo or a cow will be given Rs 16,400 while those who lost sheep or goat will be given Rs 1,650.
In the fisheries sector,Rs 300 was announced for repair of partially damaged boats,Rs 7,000 for fully damaged boat,Rs 1,500 for partially damaged net and Rs 1,850 for fully damaged net. Artisans will get Rs 3,000 for loss of raw materials. School fees will also be waived up to the high school level in government schools,while two pairs of uniforms and text books will be provided to each student.
