Haryana plans Right to Play Act

Conceptualised by the states sports department,the idea has got in-principle approval from Chief Minister Bhupinder Singh Hooda.

In a first-of-its-kind initiative in the country,the Haryana government is set to come up with a Right to Play Act,which will give everyone in the state access to adequate sports facilities and make it compulsory for children in school to undergo optimum physical activity.

Conceptualised by the states sports department,the idea has got in-principle approval from Chief Minister Bhupinder Singh Hooda.

Everyone is entitled to right to play access to optimum physical activity through sports as a matter of right. It is enshrined even in the Universal Declaration of Human Rights as Article 24, said O P Singh,state sports director,who has finalised the concept paper for the proposed Act.

The Act will ensure that the education department sets aside enough time each day during school hours for children to play at least one sport. Access to sports facilities within school will also be the right of every student. Moreover,every school will have to ensure basic sporting infrastructure and the necessary equipment and staff needed for such activities.

The Act will ensure that the town and country planning department provides enough infrastructure for sporting activities in every residential colony and the state comes up with organisations to train anyone interested in sports.

One is denied the right to play due to stingy fundgivers,indifferent regulators,insensitive planners,rapacious builders,grade-obsessed schools,insecure parents,unaware community and celebrity-stuck industry. This is what we intend to change in Haryana, said O P Singh.
