At A time when the People8217;s Democratic Party has raised its voice for the troop withdrawal from Jammu and Kashmir, General Officer Commanding-in-Charge, Northern Command Lt Gen H S Panag today stressed that the time for demilitarisation is not ripe. He was addressing mediapersons here today on the occasion of the 36th Raising Day of the Northern Command.

Lt Gen Panag said that troop pull-out is possible only if the situation becomes conducive for the troops to withdraw in Jammu and Kashmir. He pointed out that 8220;infiltration in Jammu and Kashmir has witnessed a rise, although the rise is only marginal8221;. He said, 8220;The number of infiltrators was 118 between January and June last year. This year the number is 137 so far.8221;

8220;The increase is not a strong enough reason for the troop withdrawal. Besides, there are at least 52 terrorist training camps within PoK, which are still intact. Around 1,140 militants are still operational in the state.8221;

8220;The agenda of the militant outfits and the United Jehad Council UJC of Pakistan is still intact and there is no change in their agenda or stand8230; So, why should there be any change in India8217;s strategy in tackling militancy and counter-insurgency operations?,8221; Lt Gen Panag said.

8220;The deployment of troops for the counter-insurgency operations is only 25 per cent. Not more than 80,000 troops have been deployed for the counter-insurgency operations. The troops deployed on the Line of Control will remain there even if the situation improves and demilitarisation is carried out.

So, the demand of the troop withdrawal is not well-timed,8221; said the Lt Gen.

Dismissing any kind of involvement of al-Qaida in the Jammu and Kashmir militancy, Lt Gen Panag said, 8220;There is no evidence to suggest involvement of the al-Qaida in the state.
