CHANDIGARH, Sept 6: The discourage defecation in the open, the City unit of the Sulabh International Social Service Organisation has drawn up a scheme to invest over Rs 10 crore for the construction of 37 Sulabh complexes in the City, S.A.S. Nagar and Panchkula during the year 1998-99.

Sources said the Municipal Corporation has already awarded work for building 20 Sulabh complexes in the Sector 25 Janata and Kumhar colonies, expected to be completed by the year-end.

Sulabh International general manager A K Singh told Newsline that three more Sulabh complexes will be built at the Mansa Devi Complex during the current financial year. Similarly, work on three Sulabh complexes in Panchkula8217;s Rajiv Colony would be completed by the year-end. The Haryana Urban Development Authority HUDA has also given Sulabh the task of maintaining the toilet blocks in different sectors of the township, he added.

Sulabh and the Punjab Urban Planning and Development Authority have already worked out a plan for 11 quot;shauchalayasquot; in S.A.S. Nagar villages 8212; Kambala, Kambali, Shahimajra, Kumbra and Sohana. Four more Sulabh complexes are under construction, one with a biogas plant, at Mattour village.

Officials said the work would be completed within three to four months and the expenditure incurred on maintenance would be borne by the PUDA and no fee will be charged from users.

Sulabh is already running 29 complexes in Mauli Jagran, Indira Colony, Colony no. 4, Ram Darbar, Bapu Dham, Palsora, Kajheri, Janata and Kumhar colonies, Colony no. 5, Sector 26 Grain Market and Motor Market, Manimajra, on a pay-and-use basis.

It charges between 50 paise and Re 1 for the use of toilet and bath facilities. Children and handicapped persons are exempted from charges. The family card system has also been introduced on a fixed monthly amount of Rs 30 for each family.

PEPSU has also handed over the maitenance and operation and maitenance of its 7 bus stand toilets on pay and use basis. A proposal has been submitted to the Amritsar Municipal Corporation for the upgradation and maitenance of its toilets in the city. As part of Golden Temple Beautification an agreement for the maintenace of five toilet blocks in Galiara has already been executed with the Gurdwara Management Committee.
