
Had it not been for the weak 8220;advisory8221; sort of letter that the Intelligence Bureau IB sent to the Delhi Police a week ahead of Saturday8217;s blasts, it would have been running for cover by now on account of unsolved cases and cold trails. And for that too, the IB has to thank Gujarat DGP P C Pandey, a batchmate of the IB Director, who brought Delhi on the radar. But what has many Delhi cops annoyed is that the IB just acted as a post-box, providing no actionable intelligence, no additional information on the likely modules present in the Capital or any assessment from where cops on the ground could organise their pre-emptive efforts. With decisions being taken by what is now an 8220;infamous clique8221; of a few officers within the IB, the agency is under severe criticism from state police departments for concentrating on winning the blame game rather than seriously working out cases and passing on leads. However, just like previous occasions, there is a 8220;letter8221; to act as a shield and it may carry the final word.
