We want to thank Municipal Commissioner Mahesh Zagade for initiating action against illegal constructions and encroachments which have proliferated in the city. We hope the action would be on a continuing basis without fear or favour and there would also be checks to ensure that the encroachments do not reappear after some time period.
We wish to bring to his notice that illegal constructions and encroachments on footpaths have also assumed very serious dimensions. Consequently passage of pedestrians is obstructed forcing them to walk on the carriageway of the road at great risk to life. This also reduces available carriage width for movement of vehicles,slowing them down and adding to the traffic congestion.
We would specifically highlight the following types of rampant encroachments on footpath which need serious attention from PMC:
1) Up or down ramps to property constructed on footpath
2) Approach steps constructed on footpath
3) Compound wall and pillar encroaching on footpath
4) Property gates opening outside on footpath
5) Misuse of footpath space by making it appear to be part of property without clear demarcation and segregation
6) Entry / exit to property not identified and entire property length kept open for vehicular access
7) Continuous ramp for footpath along entire length of property
8) Excessively tall compound wall blocking cross view at road junction
9) Overhanging structures posing danger to pedestrians
10) Vendor stalls / kiosks / handcarts
11) Shop displays and sign-boards
12) Storage of goods
13) Hoardings
14) Vehicle parking
It is seen that vendor stalls on footpath are located right up to road junctions. Moreover customers park their vehicles and stand in clusters in front of the stalls thus also occupying road side space. Pedestrians hence have no alternative but to walk on the carriageway of road and in the road junction area where there is vehicle movement from several directions. It is possible that PMC has given licenses to some of these stalls. However whatever be the case,it is necessary that all such stalls be removed from footpaths and suitably relocated elsewhere.
We request the municipal commissioner to view the matter of footpath encroachments very seriously and instruct all PMC officers concerned to take stringent action on a regular basis to maintain footpaths free of all encroachments and obstacles.
