For flouting anti-pollution norms, 20K PUCC challans issued in Delhi; over 612 industries face action

Over 612 industries in Delhi are facing closure after being found flouting the GRAP (Graded Response Action Plan) Stage-4 norms, the government said in a statement on Monday. It said that while 251 of these are in industrial zones, 181 in redevelopment zones and 180 are in non-conforming areas.

The government also said that 20,808 Pollution Under Control Certificate (PUCC) challans have been issued across the city since the imposition of GRAP-4, besides 3,771 challans to LMVs for flouting BS-6 norms and 2,360 to end-of-life (ELV) vehicles.

Meanwhile, 28,519 trucks were checked at Delhi’s border during this period, of which 2,912 were stopped from entering the Capital.

On Sunday alone, it added, 2,254 PUCC challans were issued across Delhi, with the highest issued in West Delhi (1158). Challans were issued against 261 LMVs for flouting BS-VI norms and against 1,623 end-of-life vehicles on Sunday.

The government also claimed that over one lakh PUCCs were issued in the past three days.

The Traffic Police department in Gurgaon, meanwhile, has issued 1,081 challans between December 14 and 21 for violations of GRAP (Graded Response Action Plan) Stage-IV norms.

As per data shared by the department, 431 challans were issued for pollution under control (PUC) certificate irregularities, 91 to BS-III petrol vehicles, and 559 to BS-IV diesel vehicles. These vehicles are not allowed to ply under GRAP-IV, given the poor air quality in Delhi-NCR.

The crackdown was carried out on the direction of Police Commissioner Vikas Arora, and supervised by Deputy Commissioner of Police (Traffic) Dr Rajesh Mohan, in coordination with Delhi Traffic Police, the regional transport offices of both cities, and the Haryana and Delhi pollution control boards, officials said.

“Joint teams conducted intensive checks at key entry points like the Delhi-Sirhaul Border, Aya Nagar Border, and Dundahada Border, among other designated locations. The operations (at checkpoints) would continue until further orders, and enforcement actions in collaboration with other departments would be taken,” a traffic police spokesperson said.

The spokesperson added that most of the challans were issued at entry points so far.

When asked about the total amount of fine collected and their breakup, he said that while the fines for an obsolete PUC certificate and using BS-III petrol or BS-IV diesel vehicles are Rs 10,000 and Rs 20,000 respectively, the final amount is determined by traffic courts.

The police have appealed to the public to refrain from entering Delhi-NCR with BS-III petrol and BS-IV diesel vehicles and to cooperate with authorities in the fight against air pollution.

Police personnel in Delhi and Gurgaon have been manning the border areas since Thursday.
