But Numbeo’s latest “Safety Index by Country for 2025” offers a clearer picture of which countries are perceived to be the safest, and which are not. Based on data drawn from user-submitted surveys, the ranking offers some eye-opening insights, starting with the fact that the UAE tops the list as the safest country on the planet.
In contrast, the United States of America finds itself at a worrying 91st place, hardly comforting news for either tourists or residents.
To compile the rankings, Numbeo analysed how secure people feel in their daily lives, both during daylight hours and at night. The index was shaped by public perceptions of threats such as “mugging, robbery, car theft, physical attacks by strangers, harassment in public places, and discrimination based on factors like skin color, ethnicity, gender or religion.” It also includes concerns over property crimes like vandalism and burglary, as well as violent crimes like assault and homicide.
Each of the 148 countries was assigned a score from 1 (least safe) to 100 (most safe), creating a global snapshot of perceived personal safety.
Taking second place is the tiny yet ultra-secure nation of Andorra, nestled in the Pyrenees between France and Spain, with a safety score of 84.8. Despite having a population smaller than that of Warwick, Rhode Island, this pint-sized principality is proving that size doesn’t matter when it comes to security.
Qatar followed closely at No. 3 with a score of 84.6, trailing Taiwan (83.0) and Macao (81.8), a special administrative region of China.

At the other end of the spectrum, Haiti is ranked the least safe country in the world—a grim reflection of the escalating gang violence plaguing the nation. With a score of just 19, it sits at the bottom of the list. Rounding out the bottom five are Papua New Guinea (19.3), Venezuela (19.5), Afghanistan (24.8), and South Africa (25.4).

India is ranked 67th in the list of world’s safest countries with an index score of (55.8). India ranks below Pakistan (57.6), Sri Lanka (57.7) and Iraq (58.1).
