Speaking to reporters, Congress MP Priyanka Gandhi Vadra called the air pollution “not a political issue,” urging government to take action. Vadra said, “The situation keeps getting worse year after year. Only statements are made every year, no concrete action is taken. We have all said that the Govt has to take action and we all stand with them. This is not a political issue that we would point fingers at each other…”
Earlier, the Congress MPs moved adjournment motion notices in the Lok Sabha to discuss the rising air pollution. Congress MP Manickam Tagore, in his notice wrote, “Government remains paralysed, issuing advisories instead of [taking] action, committees instead of solutions, slogans instead of a coordinated national strategy.” The party urged the Centre to declare air pollution as a national health emergency.
Meanwhile, Union Finance Minister Nirmala Sitharaman is likely to move the Health Security se National Security Cess Bill, 2025, for consideration and passing in the Lok Sabha today, days after being introduced in the Lower House. Opposition leader Karti Chidambaram on Wednesday said merely hiking a “sin tax” is not going to reduce consumption and that the government needed a holistic plan to reduce consumption and move those employed in the allied industries to give them an alternative source of income.
Out of the total 6,833 treatment requests raised by road accident victims under the Cashless Treatment of Road Accident Victims Scheme so far, only 5,480 victims have been found eligible, and the remaining 1,353 cases (nearly 20 per cent) have been rejected by the police, Parliament was informed on Thursday.
Union Minister of Road Transport and Highways Nitin Gadkari, in a written reply to Lok Sabha, said the total fund disbursed under the Motor Vehicle Accident Fund is Rs 73,88,848.
"Out of the total number of 6,833 treatment requests raised, 5,480 victims have been found eligible. The remaining cases have been rejected by the Police," Gadkari said. (PTI)
Rajya Sabha member Fauzia Khan on Thursday made a strong case for bringing a national law for the safety and protection of doctors.
Khan, who belongs to the NCP-SCP party, said that doctors and healthcare workers are supposed to be saviours of life, and people invest extreme faith in them, almost next to their faith in God.
"And yet today, these very doctors and healthcare workers are being threatened, assaulted, abused, attacked, and mobbed also," she said in her Zero Hour submission in the upper house.
The scale of the problem is impossible to ignore, she said, and cited a survey by the Indian Medical Association, which said 75 per cent of doctors have faced violence in their lives. (PTI)
Addressing the Rajya Sabha session, Biju Janata Dal (BJD) Rajya Sabha MP Sulata Deo slammed the Bharatiya Janata Party over the deteriorating air quality across the country, particularly in Delhi-NCR, and asserted that their "400 par slogan" is now complete, as the AQI crossed 400 across the national capital and adjoining areas in recent days, news agency ANI reported.
The BJD leader said that the rising pollution levels were severely impacting children, senior citizens, and the general population.
"Air pollution causes many children, senior citizens and ordinary people to suffer from lung diseases like asthma. If you can see, air pollution is going up every day and the condition is mainly worsening in Delhi-NCR. The 400 par slogan 'Safal Hoya Hai' has reached 400 in Delhi and air pollution in Delhi has reached 400," she said, referring to the soaring Air Quality Index (AQI) readings in the national capital.
Deo also highlighted that crores of people across India, including thousands in Odisha, were affected by prolonged exposure to toxic air. She questioned the development model that requires cutting trees and harming the environment. (ANI)

Rajya Sabha Congress MP Vivek K Tankha on Thursday expressed concern over the sharp depreciation of the Indian rupee against the US dollar, saying a weakening rupee raises the cost of imports, which in turn adds to inflation, affecting the poor and middle class, as well as Micro, Small and Medium Enterprises (MSMEs), news agency PTI reported.
Everything, including smartphones, laptops, and medical equipment, becomes costlier because India imports components for most products, he said.
"For the common person, the falling rupee feels like a salary cut without the employer even informing you, your money buys less every day," the Congress MP said. (PTI)
Rajya Sabha Congress MP Vivek K Tankha on Thursday expressed concern over the sharp depreciation of the Indian rupee against the US dollar, saying the falling domestic currency has created economic pain for the common people, news agency PTI quoted.
Raising the matter during the Zero Hour in the House, the senior leader said, "I am talking about something which is very topical. The free fall of the Indian rupee and the widening economic pain for the ordinary Indian. The rupee has crashed, past 90 per US dollar... The weakest in Indian history."
In just five years, he said, the rupee has lost 20 to 27 per cent of its value, meaning that the money in people's pockets now buys a quarter less in global terms, Tankha said. He said the rupee has fallen 5 per cent this year alone, the sharpest since 2022, making it Asia's worst-performing currency in 2025.
The Congress MP further said India recorded a high trade deficit of over USD 40 billion in a single month, a sign of how deeply imports outweigh exports, PTI noted. Also, foreign investors have withdrawn over USD 17 billion from the Indian market this year, the biggest exit in years, drying up capital.
FDI inflows are stagnant, and external borrowing has slowed, a sign that the world is becoming wary of India's external stability, he added. (PTI)
Common Indian families are facing immense difficulties due to exploitation by insurance companies and private hospitals, Aam Aadmi Party's Rajya Sabha MP Raghav Chadha said in Parliament on Wednesday, news agency PTI reported.
Chadha posted a video of his speech on microblogging site X.
"Today, in Parliament, that pain every common Indian family has suffered -- exploitation by insurance companies and private hospitals -- was spoken about. Sometimes cashless treatment is denied, sometimes claims are rejected, and sometimes a patient has to chase the insurance company for months for reimbursement. This is exploitation," he said in the post in Hindi.
Health insurance should not be a gamble, it must be a guarantee, his post added.

Rajya Sabha chairman C P Radhakrishnan on Thursday tried to set the record straight on the scope of Rule 267 in the Rajya Sabha, saying discussion under this provision can only take place on any of the items already listed on the day's agenda and not on any unrelated subjects.
Opposition party MPs have been giving notices under Rule 267, seeking to set aside the agenda of the day to take up discussion on the subject they considered more important. But none of their notices have been accepted in over two decades, news agency PTI reported.
The number of notices has risen in the last few years as the Opposition MPs felt the BJP-led government would not allow discussions, even of short duration, on the subjects they want to raise.
In the current Winter Session of Parliament, notices under Rule 267 were given, but Radhakrishnan rejected them all, saying they did not conform to the Rule. (PTI)
The Opposition MPs on Thursday held a protest in front of Makar Dwar on Parliament premises, against the Centre over air pollution in Delhi-NCR and parts of North India, news agencies PTI and ANI reported sharing visuals.
The MPs were seen wearing an oxygen mask and holding a banner to take a jibe at Prime Minister Narendra Modi, which read "Mausam ka maza lijiye" (enjoy the weather). This was in reference to PM Modi's address at the start of the Winter Session of Parliament.
Raising the slogans, the leaders demanded a Parliament discussion on air pollution.
Congress President and Leader of Opposition in Rajya Sabha, Mallikarjun Kharge, and Congress Parliamentary Party President Sonia Gandhi also joined the protest outside the Parliament building.
Congress MP Shashi Tharoor called Russian President Vladimir Putin's visit to India "important" on Thursday, as he spoke to reporters outside the Parliament.
"I think this is an important visit. I think for our country, there is no doubt that there are significant bilateral relationships to be maintained with Russia, with China, with America. And we cannot accept a proposition that says that any one relationship has to be determined by the nature of another relationship. We should have the sovereign autonomy to actually decide the terms of our own engagement with each country," the Congress MP told reporters.
"And it's in that spirit, I believe that we have maintained good relations with Russia, with America and with China. At different times, there are different emphases. But I would say that my understanding is a lot of talks have already taken place at the expert level to work out some possible agreements that might be signed when President Putin is here. And that would be very valuable for us," Tharoor added. (PTI)

Congress MP Manish Tewari on Thursday said he had submitted a notice for suspension of business for the day, demanding a discussion on air pollution in Delhi-NCR and other parts of North India.
Speaking to reporters outside Parliament, Tewari said, "I have submitted a notice for suspension of business today demanding a discussion on Delhi's air pollution. People are facing great trouble. Children are having difficulty breathing. This is a huge health crisis..."
Commenting on the depreciating rate of Rupee against US Dollar, he said, "It is very ironic that when the Rupee was less than 60, they would talk about the age of Dr Manmohan Singh and Sonia Gandhi, but now the Rupee has reached 90, whose age is it competing with now?" (ANI)

Congress chief and Rajya Sabha Leader of Opposition Mallikarjun Kharge Thursday said that the Rupee's depreciation against US Dollar, meant that the economic condition of the country was not "good."
Speaking to reporters outside the Parliament, Kharge said, "I have said that the value of Rupee is depreciating, it means that the economic condition of this country is not good. They always say that we are developing and the economic condition is good. But when the Rupee falls, it shows what your economic condition is." (ANI)

Leader of the House of Rajya Sabha Jagat Prakash Nadda on Thursday, in response to Leader of the Opposition Mallikarjun Kharge's claims that the government is not allowing to have discussions on important topics in the House.
"Sir, I want to clarify only one thing that the Leader of the Opposition said that the government is avoiding holding discussions. The government has not avoided any discussion. Whatever you have asked, we have always given the time. And we have discussed, last session also you asked, we gave you the time for full-fledged discussion. So this impression should not go that the government avoids any discussion."
"We are ready to discuss every topic. At the all-party meeting, we have decided to have discussion on Vande Mataram and the electoral reforms. It's coming in the next week," Nadda added.
Leader of Opposition in Rajya Sabha Mallikarjun Kharge Thursday explained the reason behind his party's submission of notices under Section 267.
He said, "We are not getting the opportunities to discuss important things immediately when we raise and request it to you. The government is avoiding important issues to be discussed here. Then always people resort to this Section 267. Because adjournment motion is in Lower House, in the Upper House, there are no provisions for adjournment. The only opportunity is 267. If you take this also away... then you are indicating that this rule cannot be often invoked."
"Therefore, I request you Sir, whenever any urgent matter is there, we put 267. Don't brush aside everything in one stroke.. aisa bulldozer mat chahiye Sahab, nahi toh bada mushkil ho jaayega," Kharge said.

Union Finance Minister Nirmala Sitharaman is likely to move the Health Security se National Security Cess Bill, 2025, for consideration and passing in the Lok Sabha today, days after introducing it in the Lower House.
The Bill aims to augment the resources for meeting expenditure on national security and for public health, by proprosing to levy a cess on production of goods such as pan masala and any other goods that may be notified by the central government.
Opposition leader Karti Chidambaram on Wednesday said merely hiking a “sin tax” is not going to reduce consumption and that the government needed a holistic plan to reduce consumption and move those employed in the allied industries to give them an alternative source of income.
Congress MP Vijay Vasanth, in his letter to the Lok Sabha General Secretary, flagged "the government's monumental failure to even measure the crisis" of air pollution in Delhi-NCR and other parts of North India.
He alleged that "without real-time data, CAQM and CPCB could not implement GRAP measures, could not sound alerts, could not protect citizens."
Calling for a National Public Health Emergency, he asked for "activate emergency health protocols, restore all monitoring stations, enforce liability on polluters, and launch a time-bound national clean-air mission backed by law, science, and accountability."
As the 2025 Parliament Winter Session enters its fourth day, Congress MPs on Thursday moved adjournment motion notices in the Lok Sabha to discuss the rising air pollution in Delhi-NCR and other parts of North India.

"Even as evidence mounts that pollution increases the risk of cancers, kidney disease, gastrointestinal disorders and metabolic illnesses like diabetes, this Government refuses to declare pollution a national health priority," Tagore stated.
He demanded a "national clean air mission backed by law, strict liability for polluters, emergency health protocols for exposed populations, and coordinated scientific policymaking."
