The Parliamentary Standing Committee on finance has criticised the Planning Commissions divergence in the estimation of below poverty line BPL levels while recomputing poverty estimates and asked how poverty elimination would be achieved by 2020.

The Committee said that the Plan Panel had to redefine its relevance with changing times and the planning process should be aligned with economic reforms and its impact on the poor assessed.

In is recent report to the Lok Sabha, the Standing Committee has rapped the Planning Ministry for giving evasive replies on its demand for setting up an Expert Group to evaluate the Commissions role in the country.

It said that sectors like agriculture, forestry and mining have recorded dismal growth primarily because of delay in the Mid-Term Appraisal of the present plan period which prevented the government from taking timely remedial measures, thereby missing the target for 9 per cent growth in GDP in the 11th Plan period.
