At least 595 of the 1,102 encounter deaths in the country since January 2007 have been in UP and Assam. Between January 2007 and July 2013,UP recorded 320 deaths in police encounters. Officials said these were deaths the NHRC registered on intimation by the agencies concerned and the actual number could be higher. Assam,with 275 encounter deaths,including 38 at the hands of the defence forces and four by the paramilitary,is next on the list. Maharashtra,which is third,recorded only 49 such cases in the said period. UP also leads in monetary relief recommended by the NHRC. Of the Rs 5.66 crore recommended by the commission in the period,Rs 2.37 crore was for the state and Rs 1.65 crore for Assam. While the National Human Rights Commission C does not have a fake encounters category,monetary relief and punitive action are recommended in cases where loopholes are found and which raise doubt.
