The report on grid disturbances on July 30-31 has made suggestions to plug the loopholes and strengthen the structure of the current power system in the country. It has stressed the need to provide defence mechanisms at all strategic locations that must include islanding schemes. Besides,all states have been asked to chalk out islanding schemes within six months
States asked to prepare long-term,medium-term and short-term plans for procurement of power,network and demand management
Adequate defence plans and protection system to ensure integrated operation of the national/regional grids
States asked to prepare their islanding schemes in consultation with Power Grid Corporation,Central Electricity Authority,and Northern Region Power Committee over the next six months
Defence plans of the states must include islanding schemes,under frequency relays,rate of change of frequency relays,special protection schemes and automatic demand management schemes
Independent third party audit of protection systems to be carried out within one month and the regional power committees to monitor the same
Extensive audit of protection system initiated
Power system operation corporation to evolve a contingency load shedding protocol,especially when non-frequency related load shedding is required
All state load dispatch centres to immediately implement instructions of national load despatch centre/northern regional load despatch centre
Special protection scheme to shed load in northern region in case of loss of injection from Gwalior through 400 kV Agra-Gwalior lines
The 765 kV Bina-Gwalior Agra-II line charged at 400 kV,shutdown at the time of disturbance,has been restored
Setting Zone-III of 400 kV Bina-Gwalior-Agra has been modified to minimise load encroachment in case of low voltage conditions.
