A day after it rejected his recommendation to dismiss the Karnataka government,the Centre Monday turned down demands for recall of Governor H R Bhardwaj.
Home Minister P Chidambaram said the Governor was well within his rights to submit a report to the Centre about the state government and recommend action. He was only performing his brief. There is no question of recalling the Governor, Chidambaram said.
Bhardwaj had recommended dismissal of the BSY government after the Supreme Court struck down the Speakers decision last year to disqualify 16 MLAs,thus enabling the state government to win a trust vote.
Bhardwajs recommendation came even as at least 10 of those MLAs,now reinstated,reposed their faith in the government,giving it a simple majority.
The Cabinet Committee on Political Affairs had on Sunday night rejected the recommendation of the Governor to dismiss the state government. In deciding against dismissing the state government,we were mindful of the legal position that the power to impose Presidents Rule in a state is severely restricted. The facts placed before the CCPA in the form of the Governors report did not enable us to reach the conclusion that the provisions of Article 356 were necessary to be invoked, Chidambaram said.
We have conveyed this decision to the Governor. At the same time,the Centre is issuing an advisory to the Karnataka government,drawing its attention to a number of issues raised by the Governor8230; the Governors report has raised grave concerns on issues that are not indicators of good governance in that state, he said.
