Uttar Pradesh Chief Minister Mayawati has asked the UPA Government to order a CBI investigation into Samajwadi Party leader Amar Singhs alleged multi-million dollar donation to William J Clinton Foundation,saying it violated provisions of the Foreign Exchange Management Act FEMA.
Acting on a complaint filed to Mayawati by a Kanpur resident,UP Principal Secretary Home Kunwar Fateh Bahadur has written a letter to Secretary Department of Personnel Rahul Sarin saying that the allegations should be investigated by the CBI as it involved a senior political functionary and the matter had international ramifications.
Attached to the letter is the two-page complaint by Ashok Kumar Singh of Yasoda Nagar,Kanpur,dated January 22,2009.
The UP Home Secretarys letter makes note of the allegation that Amar Singh donated between 1-5 million Rs 4.5-23 crore to the Clinton Foundation.
It points out that according to the complainant this amounted to a violation of rule 3A of FEMA. According to RBI guidelines,the complaint says,any Indian can transmit a maximum of 200,000 as donation.
Ashok Singh also accuses the SP leader of fraud and forgery for knowingly concealing the facts.
