Hillary helped developer 8211; a donor to Bills foundation

Signaling trouble for the incoming Secretary of State Hillary Rodham Clinton,a media report here said on Sunday that she helped secure millions of dollars in federal assistance for an upstate New York developer who donated USD 100,000 to her husband and former President Bill Clintons foundation in November 2004.

Hillary,The New York Times says,helped enact legislation allowing the developer,Robert J Congel,use tax-exempt bonds 8211; green bonds 8211; to help finance the construction of the Destiny USA entertainment and shopping complex,an expansion of the Carousel Center in Syracuse. She also helped secure a provision in a highway bill that set aside USD 5 million for Destiny USA roadway construction,the daily added. The bill with the tax-free bonds provision became law in October 2004.
