In an indication that the Congress will form the next government in the state,Governor R S Mooshahary on Thursday said he will invite any political party or a combination of parties that claims to have a majority in the 60-member Assembly.
After receiving formal notification pertaining to the imposition of the Presidents Rule,on Thursday afternoon,Mooshahary met all the top Government officials and asked them to speed up all developmental work before the financial year ends,so that the state doesnt have to surrender the fund allotted to it.
Former CM Donkupar Roy had accused Mooshahary of functioning under the advice of Congress Legislature Party leader D D Lapang. Mooshahary defended himself saying that the Governor has a role to play whenever theres political instability in the state and that he has fulfilled his constitutional obligation without any bias.
Rubbishing the claim that the Governor cannot interfere in the functioning of the Speaker by asking the latter to videograph the proceeding of the Assembly and maintain status quo on the voting rights of the legislators during the confidence motion,Mooshahary said the Constitution allows the Governor to send such messages under Article 72 clause 2. I know the Speaker is supreme in the House,but my intention in sending the message was not to interfere but to protect the dignity and rights of all the members of the House, he said.
