Rajya Sabha Chairman Mohammad Hamid Ansari has virtually taken senior Congress member T Subbarami Reddy to task for the inclusion of the contentious word and,beyond the agreed terms,in the report of the Parliamentary Standing Committee on Science and Technology,which examined the Civil Nuclear Liability Bill.  

The word,which later became part of the amended draft,emerged as a stumbling block in the passage of the Bill. Reddy,a former minister of state,heads the standing committee.

Once the issue came to the fore,Ansari directed Rajya Sabha Secretary General V K Agnihotri to inquire into the mishandling of the report. The Committee submitted its report on August 18. Reddy had reportedly told Rajya Sabha Secretariat officials to include and at the end of Clause 17A of the Bill which,the Opposition argued,would have let the suppliers of nuclear equipment off the hook with regard to compensation in case of an accident.

It would be desirable that Chairpersons of Committees should invariably follow up their verbal instructions of such nature in writing to the staff so that there is no room for any misgivings as in the instant case, Ansari has observed.
