Yogi orders to make 7-day capacity-building programme mandatory for all employees

Capacity-building courses must be developed for all training centres in the state, says Chief Minister

Chief Minister Yogi Adityanath on Tuesday directed to make a seven-day capacity-building programme mandatory for all officers and employees and link it with their promotions and annual confidential reports (ACRs).

The CM issued the instructions while conducting a review meeting and the action plan under ‘Mission Karmayogi’ in the state. The meeting included discussions on the implementation of the mission, training infrastructure, the status of digital platforms and various aspects related to capacity building across departments.

Capacity Building Commission Chairperson S. Radha Chauhan presented a detailed action plan to the CM on the status of the Mission Karmayogi implementation in the state. Adityanath directed officials that all departments and government institutions should develop need-based courses and upload them on the Central government’s e-learning platform — iGOT portal.

Considering the needs of the times, capacity-building courses must be developed for all training centres in the state, including UPAM, so that the work efficiency of new trainees can be further enhanced at the training centres themselves, he said.

The CM also directed that AI and cyber security be mandatorily included in the courses of all departments and government institutions.

He instructed the officials to pay special attention to quality, regular evaluation, and practical utility of the training programmes conducted under Mission Karmayogi, so that their benefits reach every unit of governance and continuously improve standards of public service delivery.

He also directed that capacity-building courses be developed for engineers working in various departments of the state to equip them with knowledge of new designs and modern technologies.

He further ordered that under the Mission Karmayogi, practical, task-based, and need-oriented courses and training be prioritised for field-level personnel such as ANMs, ASHA workers, police constables, and staff associated with panchayati raj institutions and urban local bodies, so as to strengthen the effectiveness and sensitivity of services at the grassroots level.

Under the Mission Karmayogi, the target is to connect over 3 million civil servants at the Centre, nearly 2.2 crore staff in the states and nearly 50 lakh personnel in urban local bodies and panchayati raj institutions with capacity building initiatives.

Through this mission, more than 790 government training institutions across the country are being strengthened and modernised. For continuous and comprehensive online training of all civil servants, the iGOT (Integrated Government Online Training) digital platform has been established.

During the meeting, it was informed that so far, more than 14.5 million users have been registered on it. The platform offers a total of 4,179 training courses, including more than 840 courses in Hindi and over 540 courses in 15 other regional languages. More than 67 million courses have been successfully completed so far, with a course completion rate of over 70 percent, reflecting the wide acceptance and effectiveness of the platform. The iGOT app has been downloaded over 5 million times.

More than 1.88 million personnel from the state have been onboarded on the platform, accounting for 93 percent of total onboarding across the country in the year 2025.
