The country8217;s telecom regulator called for a tough policy backed by law that would force service providers to provide proper interconnectivity irrespective of business competition.

Nripendra Misra, chairman of the Telecom Regulatory Authority of India Trai, also suggested that operators come together to set up a common interconnect exchange at all state capitals and major cities to eliminate network congestion.

At present, operators across landline and wireless GSM and CDMA technologies connect with each other via bilateral pacts and separate points. Misra suggested the government-owned Bharat Sanchar Nigam Ltd BSNL, the country8217;s largest operator, convert an exchange in each city into a common interconnect point for all operators.

8216;8216;BSNL has the necessary infrastructure all over the country to set up such exchanges, and they can provide the facility against a fee guided by a common guideline,8217;8217; Misra told members of the Bengal National Chamber of Commerce 038; Industry.

The creation of common interconnect exchanges would prevent operators from denying or restricting a switch to rivals. Private operators have often accused BSNL of arm-twisting them by taking advantage of its incumbent status.
