
Home Minister Shivraj Patil was so sure of becoming the President that he had even asked his information officer to collect the annual reports of all the ministries so that he could acquaint himself with various government departments. The IO, entertaining prospects of becoming the press secretary to the President, enthusiastically collected the papers and sent them to his boss. He also sent a note to some key people listing his achievements in his current role. Alas, all this came to naught. But will the Home Minister now bother to read through the annual reports?
