Shinde hits back, blames UP for its power crisis

The critical power situation in Uttar Pradesh has now turned into a political war between the Congress and the BSP with the Centre telling Chief Minister Mayawati that it was the state Government itself8212;and not the Centre 8212;-that is responsible for the crisis.

Mayawati told media persons in Lucknow recently that the Centre had for a long time deliberately ignored the state for power projects and it was not getting adequate share of electricity from the Central pool. Union Power Minister Sushilkumar Shinde said as per the Constitution, the responsibility for distribution and generation of electricity was with the state Government while the Centre only plays a 8220;supplementary8221; role.

Stating that the subject of electricity falls in the Concurrent list of the Constitution, he added: 8220;I think the Chief Minister needs to appreciate this Constitutional provision. Over the past 10 years, UP has added only 536 MW of new capacity, whereas they should have added more than 3,000 MW in view of their requirement.8221;

Speaking to The Indian Express, Shinde said he was just pointing out the responsibility of the state Government under the Constitution.

At present, the state has a peaking shortage of about 23 per cent which is around 2,500 MW. The Power Minister also reminded the Chief Minister that the plant load factor of power plants in the state had declined to 56 per cent as against the national average of 77 per cent, thereby exacerbating the shortage.
