PATIALA, Nov 14: The chairman of the Punjab State Electricity Board, a bureaucrat, was apparently at the receiving end with speaker after speaker at the general body meeting of the PSEB Engineers8217; Association demanding that only a technocrat should head the state electricity board, pointing out that the state government should realise the extremely crucial role of personnel management.

The ball was set rolling by president of the PSEB Engineers8217; Association Padamjit Singh, who in his presidential address, said that it was en established principle of management that organisations, like trees, died from the top. He said the first step for turning around the state electricity board, therefore, was to give the board a quot;dynamic and professionally-oriented teamquot;.

He said a technocrat chairman with three technical members and experts in finance and personnel management would complete the team, who should be given a fixed term of at least three years and their performance should be periodically reviewed and evaluated. quot;The appointment of non-professional, part-time or ad hoc members needs to be religiously avoided by the state government,quot; he said.He suggested that the position of secretary in the PSEB should be raised to the level of member-secretary and the senior-most deserving chief engineer of PSEB should be appointed in this capacity. The practice was being implemented in many state electricity boards.

Padamjit Singh pointed out that the post of administrative member had been used sometimes to accommodate persons purely on political considerations. The post was equivalent to that of a member personnel. He said a management professional must be appointed as administrative member in the PSEB.

PSEB chairman S.K. Tuteja, a senior IAS officer, countered the suggestion of only a technocrat as chairman, saying that quot;in a management the higher you go the lesser the need of technical competencequot;.
