
The Human Rights Committee of the Bihar Legislative Council has given a virtual clean chit to two policemen who shocked the nation by dragging a petty thief, Salim alias Aurangzeb, tied to their motorcycle through Bhagalpur town two months back, after an inquiry.
Though the probe report is yet to be laid on the floor of the upper house, MLC Basudeo Singh of the CPIM, who was the head of the inquiry committee, told a section of the television news channels that the policemen had actually saved Salim8217;s life from the mob and also termed their dismissal from service as too harsh a punishment.
8220;Police saved the life of Aurangzeb by reaching the spot. It was the public that beat him and tied him to the policeman8217;s motorcycle and even pushed it. The only fault of the police is that they started the motorcycle,8221; Singh said.
Significantly, no member of a legislative committee has the right to speak about a report till it is laid on the floor of the House. Further the committee is not a statutory body and its report is not binding upon the state Government.
The Human Rights Committee had taken suo motu notice of the incident and gone to the spot to conduct an inquiry. Apart from Singh, the five-member committee included two BJP MLCs and two Independents. The clean chit to the two policemen 8212; Nathnagar Police Station ASI L B Singh and Constable Ramchandra Rai 8212; will strengthen police associations who have been mounting pressure on the state government to reinstate them. The two were dismissed after shocking pictures of the Bhagalpur incident were aired across the nation.
A probe into the incident is also being conducted by the NHRC and its report is awaited. The state police too is inquiring into the incident.
