Uma Shankar Misra, an IPS officer of the Orissa cadre, today took over as the CBI director. Misra, who has held the post of a special director in the investigating agency, said some of the areas the agency would be concentrating on are preventive vigilance and mounting a surveillance on officers with ‘‘doubtful integrity.’’

He said the problem faced by the CBI is that they haven’t been able to extradite fugitives. ‘‘The foundation stone has been laid by my predecessor P.C. Sharma and I will continue to strive in that direction,’’ Misra said. On the formation of a federal probe agency, he said the Malimath Committee had come out with proposals and the agency is studying them. On the CBI’s inability to investigate cases on its own, he said: ‘‘We are at the mercy of the government..we have no locus standi.’’

Misra has worked as SP, DIG and CBI special director. He also headed the Parliament security as Joint Secretary and was head of the Orissa vigilance.
