October 13: Andhra Pradesh chief minister N Chandrababu Naidu announced on Tuesday that US McKinsey & Company has been assigned the task of preparing the umbrella document on information technology (IT) Vision 2020.The Vision 2020 would be announced soon, Naidu said while giving a presentation on Information Technology for Effective Governance organised by the Confederation of the Indian Industry (CII). He also said that IBM, Oracle, Microsoft and 17 other IT MNCs were setting up bases away from the US and Europe in Andhra Pradesh.The vision document would define the strategy for realising goals. The 14 task forces have submitted their reports defining the sectoral vision and the strategies for realising the Visions 2020. The task force, he said, would suggest the central government to create a wide network and promote intensive use of use of internet.One of the major suggestion would be to allow access to internet on local call charges and end the monopoply of the Videsh Sanchar Nigam (VSNL) oninternational gateways for internet access.He also called for setting up public tele-info centres and create internet connectivity in rural and remote areas to have transparency in governance.The Andhra government had aimed at providing information at the doorstep of the people and drastically restructure the secretariat administration to reduce the multi-tiered hierarchy to only three stages and was also creating department of information technology (DOIT) to organise the state government's info-system.Naidu said that he had closely observed the US governance system and like the powers given at different levels to take a decision. For this the multi-tiered system was hindrance and delayed the administrative process.He said that outdoor broadcast van would be stationed in each district for high speed implementation of the government's decisions and direct interaction with the citizens.For this his government had sanctioned projects for setting up high speed multi-gegabyte capacity backbone.This is to be created as joint venture in collaboration with Tata Teleservices, State Electricity Board and global telecom leaders.A joint venture with Singapore Network Services would provide value added network services to citizens and businesses. From November 1, his government would streamline the land records and any land deal in the state could be completed in an hour, announced Naidu.The first stage networking the states 23 districts would be completed by December. In the second stage, beginning in March 199, 78 sub-divisions and 1122 mandals would be connected. With the collaboration of Oracle, Microsoft and Metamor the Hitec City - IT headquarters of southern India - Hyderabad is planned to be inaugurated next month. It is being connected with a superway from the Secunderabad airport.Along with this the GIS and GPS-based police response system and state road transport network is also being planned to bring in efficiency in policing and movement of buses. Close circuit cameras would beinstalled for control of law and order first in the major cities followed by others.
