
While the rationalisation of the university fee structure as suggested by the Planning Commission is yet to worked out, the revived Central Advisory Board of Education8217;s first report calls for autonomy to the universities to start self-financing courses.
West Bengal Education Minister Kanti Biswas who chaired the CABE8217;s committee on Autonomy of Higher Education, today said, 8216;8216;The universities would have the liberty of enhancing fees, but with the approval of the state governments. They should also take care of the requirements of the poor and middle class students.
HRD Minister Arjun Singh said the CABE would discuss the report on July 14-15. It was submitted to the ministry today.
On fee structure, Singh said, 8216;8216;A collective decision would be taken on this. The CABE is a perfect forum for this.8217;8217;
The CABE reports suggests that the university start self-financing courses 8216;8216;particularly in new and emerging areas where job opportunities exist subject to the overall framework provided by their funding and regulatory bodies8217;8217;.
It calls for one-third investment in the education sector to go higher education.
The report also asks the universities to adopt choice-based credit courses along with the semester system within the minimum possible time. 8216;8216;This would bring in flexibility in the academic structure besides promoting students8217; mobility both within the country and aboard8217;8217;, the report states.
The EU countries have also adopted a similar
system.
The report also calls for setting up a National Testing Service on the lines of Educational Testing Service of the United States.
