
For the first time the three wings of the armed forces have jointly submitted a report to the Sixth Pay Commission. The report, based on a study carried out by the Secunderabad-based College of Defence Management CDM at the behest of the Integrated Defence Staff IDS, presents a dynamic economic model created after studying the economic models of various developed democracies.
A group comprising 12 CDM officers from the three services and headed by a brigadier made a presentation to Defence Minister A K Antony about the model which talks about a 8220;military compensation8221;.
The amount, a certain percentage of the basic, can be paid over and above the pay and allowances that military personnel are entitled to. Highly placed sources said the compensation system is exclusive to the armed forces and cannot be equated to the corporate world or any other department. Parameters like compensation for job content, environment in which a military personnel was working in, nature of risks involved and nature of physiological deprivations have been discussed by the study group and all or certain portions of each have been grouped as pay, motivational factors, allowances and entitlements.
The final report, which has the nod of the three services, has taken into account the aspirations and the economic resources of the nation, a source said, adding that the country8217;s GDP and the burden on the national exchequer were studied closely as compared to those of the countries analysed.
