Following the Election Commission’s advice that transfers could raise controversy before the coming general election, key changes in bureaucracy have been put on hold.
The much-talked-about transfer of Revenue Secretary Vinita Rai as chairperson, Pension Fund Regulatory Authority of India, and her replacement by Banking and Insurance Secretary N.S. Sisodia is shelved for now.
The list forwarded by the Cabinet Secretary to the Prime Minister’s approval today mainly deals with transfers in innocuous departments. The only noteworthy movement is S.C. Tripathi, Secretary (Elementary Education), replacing Education Secretary S.K. Tripathi, who retires on March 31.
Replacing S.C. Tripathi will be Kusum Bansal, who is currently Additional Secretary, Secondary and Higher Education.
Chairman, National Pharmaceutical Pricing Authority, Vinay Bansal replaces Arun Khestrapal, who retires on March 31.
Dev Swarup, who is currently Additional Secretary (Home), would be shifted as Minority Commission Secretary in place of Sarita Das, who also retires on March 31.
The other transfers involve officials being upgraded in the same department. P. Mohammed Abdul Hakeem, who is Chairman-cum-Managing Director of Export Credit Guarantee Corporation of India Ltd in the Ministry of Commerce, will be upgraded as Secretary in the same corporation.
Sarita Prasad, who is Additional Secretary in the Department of Social Justice & Empowerment, will also become Secretary in the same department.
