Though it is not clear yet if Reliance Communications will migrate its 21 million CDMA customers to GSM technology or not, the government is making it clear that the license conditions don8217;t bar it from either of the technologies.

8216;8216;The government wants to accomodate players, not keep them out,8217;8217; sources said today. They also said that the DoT gives a 8216;Unified8217; license only so that telecom companies can be free of technological constraints.

Reliance Telecom, a 100 subsidiary of Reliance Comm, has a GSM license to operate in eight circles in the north-east and is planning a GSM-based expansion. At the same time, the biggest CDMA provider Reliance Comm is looking at a GSM expansion throughout the country, and has asked for spectrum to do so.

As a result, there is some speculation over whether Reliance Comm can offer both GSM and CDMA-based services in a circle using its Unified license.

But top sources close to the developments said that the policy remains to encourage service providers and 8216;8216;not close the doors on them8217;8217; and that Reliance Comm can in fact offer its GSM services in circles that it already has GSM lines today.
